Finland rejects 6 more property purchases by foreign nationals

The Ministry of Defence rejected six more applications of real estate acquisitions made by buyers from outside the EU and EEA, said the ministry in a press release on Friday.

The negative decisions concerned properties in Imatra, Savonlinna, Kittilä, Raseborg, Parikkala and Sysmä.

The applicants had different kinds of plans for the real estate, such as business, residential and recreational use.

The applicants were citizens of Russia, Uzbekistan, China and Canada.

The ministry said that Finnish authorities must take sufficient measures to prevent different kinds of broad-spectrum threats following the changes in the security environment.

Buying real estate in Finland can be used to gain a foothold in the country or to undermine public authorities’ ability to act.

“That is why we will not allow real estate acquisitions when we cannot rule out a threat to national security, homeland defence, border security and security of supply,” said Minister of Defence Antti Häkkänen in the press release.

The decisions to deny the applicants a permit were based on the Act on Permit Requirements for Certain Real Estate Acquisitions.

The decisions are not yet final, the press release added.

Earlier in October 2025, the ministry rejected 11 applications of real estate acquisitions made by buyers from outside the EU and EEA.

That time the applicants were citizens of Russia, Israel, Kazakhstan and Kyrgyzstan.

In April 2025, the Parliament approved a government proposal seeking ban on selling real estate citizens outside of EU and EEA.

In June 2025, the government also denied two prospective buyers from outside the EU and EEA.
