The Ministry for Foreign Affairs on Monday issued a written warning to Finnish Ambassador to Portugal Titta Maja-Luoto, said the Ministry in a press release.
The warning was issued following the alleged violation of civil servants' duty of conduct by the ambassador, said the ministry.
The ministry said that activities of the ambassador met the criteria of inappropriate behaviour and harassment.
The decision to issue the warning was taken by the ministry's director of Human Resources Niina Pesonen.
The ambassador, however, has right to appeal against the warning at Helsinki Administrative Court.
Earlier on July 2, the Ministry proposed to terminate the Ambassador.
Local media reported that the decision was taken following a joint allegation made by eight staff members of the embassy against the Ambassador accusing her of harassment and inappropriate behaviours.
The Ministry, however, said that the termination of the posting is not a sanction under the legislation governing public officials but a measure to ensure that the Embassy’s staff have a favourable working environment.
Foreign Minister Elina Valtonen decided to propose that the President terminate the posting of Ambassador Titta Maja-Luoto as Head of Mission at Finland’s Embassy in Lisbon to ensure that the Embassy remains functional.
